On September 23, with no press conference and no public announcement, the CDC quietly updated its guidance to recommend the 2026-2027 COVID vaccine for all healthy adults — and through "shared clinical decision-making," for healthy children as young as six months old.
The FDA approved those same vaccines only for adults 65 and older and for younger people with at least one condition that raises their risk of severe illness. The CDC decided that wasn't broad enough.
To understand how brazen this is, you have to remember what "off-label" means. The FDA looked at the data and drew a line: elderly and high-risk Americans. Everyone else didn't meet the threshold. The CDC looked at that same line and erased it. Not because new evidence emerged. Not because a clinical trial proved the vaccines work in healthy populations against a placebo. Because the bureaucracy wanted broader uptake, and the bureaucracy got it.
Maryanne Demasi, a medical scientist-turned-journalist who broke the story, called it what it was: "For an administration that promised to challenge the medical establishment, it is a staggering surrender."
HHS Secretary Robert F. Kennedy Jr. was supposed to be the guy who cleaned this up. The entire Make America Healthy Again movement exists because Americans watched federal health agencies push universal COVID policies that ignored individual risk for three years and said never again. Kennedy got the job specifically to end that institutional reflex.
And the institutional reflex just fired back.
Robert Malone — the mRNA technology pioneer who served as former vice chair of the CDC's Advisory Committee on Immunization Practices — published an essay titled "Criminal mRNA Malfeasance by the CDC" and said flatly: "I am mad as hell." According to Malone, the CDC bureaucracy reinterpreted what ACIP actually voted for, twisting a narrow "shared clinical decision-making" framework into a broad off-label recommendation the committee never endorsed.
Vaccine injury lawyer Aaron Siri put the stakes in plain language: "The CDC's lack of respect for informed consent and individual rights will continue to erode what little trust remains."
HHS responded to the criticism by dismissing it as "irrelevant outside attacks." Irrelevant. The administration's own health freedom allies — the doctors, lawyers, and scientists who helped build the case for MAHA — are now "irrelevant outside attacks" when they object to the CDC doing exactly what the CDC has always done.
The timing makes it worse. The updated guidance dropped days before Wednesday's MAHA Summit near the White House, an event featuring Vice President JD Vance and CMS Administrator Mehmet Oz. The summit was supposed to showcase the administration's health reform agenda. Instead, it became the backdrop for a bureaucratic knife in the back.
Consider the numbers the CDC is working with. Only 18% of adults and 10% of children were "up to date" on COVID vaccines during the 2025-2026 season. The FDA itself found that ten children died from COVID vaccines and that ages 16-24 represent the peak range for vaccine-associated myocarditis. Former FDA Commissioner Marty Makary had pushed for placebo-controlled trials before recommending these products for low-risk populations. He didn't get them.
The CDC recommended them anyway.
This is the machinery Kennedy was sent to dismantle. The career staff who outlast every appointee, who treat every policy change as a suggestion they can quietly reverse with a guidance update on a Monday afternoon when nobody's watching. Kennedy has the title. They have the org chart.
Only 10% of American parents thought their kids needed this shot. The CDC looked at that number and decided the parents were wrong.
